I changed the resampler to the Sox resampler. My wife is also on Android 9 and uses Android Auto in her car, but doesn't use Poweramp (she uses Google Play Music) and she gets the annoying volume dips during music too.

The sample rate can be set from 48 to 384kHz. I have enabled the hi-res output and that made a huge difference. Just noticed that when looking at the tone/volume screen, Mono is listed just to the left of the balance control, top left. I have been using Poweramp on my android phone for a while, and because of my new headphone amp, I have started to look at the advanced settings for Poweramp.
